Why can't I select the TD Browse toolbar at the top of the screen?

In order to access the TD Browse toolbar...

1. Look and dwell at the upper-right corner of the display.
2. Once the toolbar enlarges you can select any of the buttons available.  Some buttons may be greyed out, like the back or forward button.  Those buttons are not available if there is no previous or next page.
